Nai Manzil Yojana Nai Manzil Yojana: 

On 8 August 2015, Union Minister for Minority Affairs Dr. Najma Heptulla launched the new central scheme "Nai Manzil Yojana" to provide support to the educational and livelihood needs of minority communities, especially Muslims. Done in Patna, Bihar.

It is noteworthy that this scheme has been launched to improve the overall outlook and welfare of minorities in relation to the progress and empowerment of minority communities in the country.

Significantly, this was announced by the Union Finance Minister in the budget speech for the financial year 2015-16. This scheme provides a new direction and a new goal for all the students who have dropped out of school or have dropped out in the middle and those studying in madrasas.

The objective of this scheme is to provide educational participation to the trainees through bridge courses, so that they can get 12th and 10th grade certificates through distance education.

Along with this, they have to provide skill training on trade basis in 4 courses, which are as follows -
(1) manufacturing, (2) engineering, (3) services and (4) simple skills.

The scheme will cover people belonging to the age groups of 17 to 35 years from all minority communities as well as students studying in madrasas.

According to the 2001 census data, minorities constitute a little over 20% of India's 1,028 million population. Among them, Muslims constitute the largest minority, 13.4% followed by Christians 2.3%, Sikhs 1.9%, Buddhists 0.8%, Jains 0.4% and a very small number of Parsis.

The school dropout rate of minorities is very high, making it 14% at primary levels (as against national 2%) and 18% at secondary level (against national 3%). The work force participation rate of minorities is also lower than the national average (44% as against the national average of 54%) indicating lack of employability skills in the community.

The existing schemes of the government for the minority community provide scholarships for education for the minority population and limited activities for skill and leadership development. According to a 2013 survey conducted by EDCIL (India) Limited, Ministry of Human Resource Development, school dropout rates among Muslims are among the highest in the country and these dropouts occur mostly at the primary level. The Sachar Committee Report (2005) on the status of minorities in India also cites poor education outcomes in Muslims due to various reasons such as poverty, low probability of return from education, low access to schools, etc.

Therefore, it is important to create a program that will ensure access to education that results in direct returns in terms of jobs. Accordingly, the overall development of the minority community has been prepared through the Integrated Scheme of Education and Skill Development, which aims to address the lack of educational attainment and employability of minorities.

Objective of Nai Manzil Yojana Scheme: -

The objective of the new floor is to creatively employ poor minority youth and help them to get sustainable and remunerative employment opportunities so that they can engage with mainstream economic activities. Specific objectives of the project in the next 5 years are as follows

To mobilize youth from minority communities who are school dropouts and provide them formal education up to class 8 or 10 through National Open School Institute (NIOS) or other state open school system and provide certificates.

Providing integrated skills training in market-oriented skills to the youth, as part of the program.

Provide job placement to at least 70% of trained youth so that they can get basic minimum wages and provide them other social security entitlements such as provident funds, Employees State Insurance (ESI) etc.

To raise awareness and sensitization on health and life skills.

The implementation approach of Nai Manzil Yojana Project is as follows: -

The current project is experimental and will involve a number of activities that will enable the government to learn strategies for education and skills training for the minority communities of India. This will give a basic assessment, analyzing the economic and social background of each family etc.

It is to be implemented in a phased manner across the country. Minority dominated areas will be the main geographical targets.

Registered companies / firms / trusts / societies and / or government program implementing agencies (PIAs) will be appointed for this purpose.

The project will encourage innovation, taking into account the social and economic conditions of minorities at every level to bring about equality in the outcomes of education and employability.

The project will be implemented by the Project Manager located in the Ministry of Minority Affairs headed by the Joint Secretary of the Ministry. He will be accompanied by a team of experts hired from the market to oversee the various components of the scheme.

Strategy of Nai Manzil Yojana Scheme: -

Minority youth below the poverty line (BPL) in the age group of 17-35 years, who are school dropouts, are the main target population under the scheme. They will be motivated through various strategies suited to their culture. 

Support / Information, Education and Communication (IEC) and awareness-generating programs will be prepared and implemented at the macro level by the Ministry and at the micro level in the project areas by the PIA. For the leadership capacity development of minority women, women trained under the Nai Roshni Yojana of the Ministry of Minority Affairs will also be employed as motivators for this scheme. Similarly, community level structures like Self Help Groups (SHGs) can also be used for mobilization of youth. Under this scheme, the primary catchment area for the beneficiaries will be 1,228 community development blocks where the minority population is 25% or more of the total population as ascertained by the Ministry of Minority Affairs. 

Apart from these blocks, catchment areas can also be notified by the Steering Committee in consultation with the State Governments for implementation of the scheme.

Identification and selection

Youths mobilized under this scheme will be given appropriate counseling which will help PIA to conduct pre-selection screening of candidates to identify suitable help in the sense of education and skills. This will also create a database for the baseline.


After successful completion of training, PIAs will facilitate the placement of trainees in jobs for paid employment. It has been mandated that 70% of the youth trained under the project should be successfully placed within three months of completion of training.

Efforts will be made to place them in organized industries, however, if this is not possible then it will be ensured that their salary is more than the basic minimum wage at the state level and they get other benefits like provident fund, ESI, paid leave etc. Have been.

Components of the scheme
The scheme will provide non-residential integrated education and skills training programs for 9 to 12 months out of which 3 months will be devoted to skills training. It is expected that the delivery of training under this scheme will be fully integrated which will include the various components mentioned equally being offered to each candidate during the period of training.

Basic Bridge Program
Basic bridge program will be offered to the beneficiaries resulting in certificates from the National Institute of Open Schooling (NIOS) or any other state board that offers open schooling. Depending on the eligibility of the beneficiary, he / she will have to undertake the Open Basic Education (OBE) level 'C' course which is equivalent to class VIII or the secondary level examination program of NIOS / State Board which is equivalent to class X. The evaluation and certification will be as per NIOS / State Board standards. Periodic regular internal assessments will also be conducted by the PIA to ascertain the progress of learning. If a candidate in passing the Open School Examination in the first attempt allows each student to attempt Class X nine times in five years.

Nai Manzil Yojana Skills Training & Placement: -
The syllabus and other inputs will be used as per the norms of the Ministry of Skill Development and Entrepreneurship.

Each participant will participate in a skill-based training program selected on the basis of his / her interest and qualifications from the options for the area specific vocational skills programs available under this project. It will also include compatible soft skills and life skills.

For the skill training program, the curriculum will be in accordance with the National Skills Qualification Framework (NSQF) as per the Employable Modular Skills (MES) / Qualification Pack-National Vocational Standards (QP-NOS).

The process of evaluation and certification will be in accordance with the determination of Modular Employable Skills (MES) of the National Council for Vocational Training (NCVT) or Area Skills Council (SSC).

The skill training program will be of minimum 3 months duration and will include soft skills training, basic IT training and basic English training.

The focus of this program will be that the training will provide gainful and sustainable employment to the youth.

The area of ​​skill training will be market relevant as per the evaluation done by PIA during the skill gap study conducted for this project. The skill gap study done by PIA will be matched to the skill gap study done by MSDE. The final decision for selection of trades / courses will be made by the Ministry. Therefore, while presenting the proposal, the PIA should mention the demand for skills in that area based on some analysis of industries in both the construction and service sectors in that area.

Successful candidates for PIA must place regular employment in the same area in which they have been trained. Employment in the formal sector is desirable, however, if this is not possible, the PIA should ensure that the job is paid the minimum wage as ordered for semi-skilled personnel in the state and that the employer must keep its staff in the future as the program continues. Funds, ESI, Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and other benefits should be given.

To attract employers, PIAs should remain in constant contact with local sector industries and organize job fairs either on their own or in partnership with the State Skill Development Mission.

Once placed, the PIA should provide post-placement assistance to the candidates for at least three months, either through visits or by phone calls or by other means, which are facilitated by regular counseling.

PIA will also track all its students for a period of one year. If the student drops out of the labor market during that time, the PIA will be responsible for finding another job for him.

Health and Life Skills: -

Modules on health awareness and life skills including basic hygiene, first aid etc. will also be made available to all the participants.

Trainee / Beneficiary: -

The program will be conducted in all regions of the country. The total actual target of training of about 100,000 minority candidates under the program will be met in the implementation period of 5 years. It is expected that about 2% of the target will be covered in the first year and the arrears will be disbursed in the coming years.

The trainees should belong to minority communities (ie, Muslims, Christians, Sikhs, Buddhists, Jains and Parsis) as notified under the National Minorities Commission Act, 1992.

In those States / Union Territories where other minority communities notified by the respective State / UT Governments are present, they may also be considered eligible for the program but will not get more than 5% of the total seats.

The age of the trainee should be between 17-35 years.

Certain special pockets with a majority of the minority population within a non-minority district or city will also be eligible for consideration.

Trainees from both rural and urban areas should be below the poverty line (BPL).

The minimum qualification of trainee should be as per NIOS / equivalent defined below: -

Bridge Program for class VIII

Candidate should have a Class V pass or failed or equivalent education leaving school or he / she will have to provide self-certificate stating his / her ability to continue this course. The candidate must meet the minimum age as prescribed by NIOS or equivalent board to continue the course.

Bridge Program for class X

The candidate should have a school leaving certificate of class VIII pass or failed or equivalent education or he / she will have to provide self-certificate stating his / her ability to continue this course. The candidate must meet the minimum age as prescribed by NIOS or equivalent board to continue the course.

Under the scheme, 30% beneficiary seats will be earmarked for girl / female candidates and 5% beneficiary seats will be earmarked for differently abled persons belonging to minority communities. 15% of the candidates belonging to BPL families of non-minority communities will also be considered to encourage inter-community unity.

If the reserved categories as prescribed under this scheme remain vacant, then these vacant seats will be treated as unreserved.

The evaluation process of PIA will include promoters qualitative evaluation of the following: -
Organization Capability: This includes organization skills, experience of promoters and management team, soundness of internal organizational policies, quality of trainers.

Training and Placement Track Record -

The performance of the applicant PIA and / or consortium partners in government and private projects, candidate feedback, employer feedback, tie up with industry, etc.

Education Record -

In the last three years, the implementation of basic education projects, such as the number of students who have appeared and passed the board examination and passed, includes the experience of the organization or consortium participants.

Experience of Minority Areas -

Evidence of working in minority-dominated areas, such as case studies, strategies adopted, involvement with local groups, etc.

Sector Experience -

Prior experience of conducting training in the proposed sector, course content and synergies with NSQF.

Experience in State / Territory -

Prior experience of conducting training in the proposed state / region. Mobilization strategies include tie-ups with employers, understanding of micro level demand for skills through skills gap studies.

Training related infrastructure

Existing infrastructure such as laboratories and machinery etc. for training.

Education related infrastructure

Tie-up with agencies with infrastructure as mandated in NIOS or any other open boards.

Finance -

Financial documents like balance sheet of leading PIA in case of PIA or consortium.

After qualitative evaluation, the actual verification of PIA will be done where its infrastructure, faculty and finance system will be examined by the Project Management Unit set up by the Ministry. In the event of more than one organization being eligible, the partner (s) will be selected on a first come, first served basis after being able to successfully meet the above mentioned criteria. In cases where more than one PIA wants to work at a particular time and place, non-price / quality criteria will be used to allocate the work.
